this proposal reduces the minimum quorum from 10% to 7%, or from ~127 For votes to ~89 For votes.
this does not affect the Dynamic Quorum coefficient.
with the minimum quorum at 10% and voting token participation at current levels, it is, in my view, too difficult for proposals to pass without the near unanimous consensus of 3-5 large, active voting blocks, including the 43 vote block I control.
reducing the minimum quorum gives some power back to small voters, and blunts the impact of the protocol's governance dilution as designed without raising the auction's reserve to an artificially high price point that would hinder the DAO's ability to continue it's perpetual expansion of the membership body.
